Class Alliance Approach to the Unification Reform of National Health Insurance System in Korea

Abstract
The power resources theory or the class alliance theory is not able to apply to a Korean welfare state study until recently. It was because Korean political economic environment was different from Europe. However, in the latter of 1980¡¯s, after the democratization labor movement grew up rapidly, and the farmer movement formed nationwide groups. Those changes formed the condition that could apply power resources theory or a class alliance theory to the Korean welfare state study to some extent. At first, I revealed that it was the main opposition axis by the unification reform of the National Health Insurance, relation of ¡°the low age high income type insurance¡± between with ¡°the high age low income type insurance¡±. And I paid attention to an action of the labor who is a person insured of ¡°the low age high income type¡± and the farmer who is a person insured of ¡°the high age low income type¡±. The analysis of this paper disclosed that, it was a key of the realization of the unification reform, that the part of ¡°the low age high income type insurance¡± namely the Korean Confederation of Trade Unions turned around for unification reform support from about 1995. In other words, the alliance of Korean Confederation of Trade Unions and the farmer, namely a class alliance were the keys to unification realization. On the other hand, the social movement organizations drew at the alliance with labor movement and the farmer movement. And it can be said to be a big difference point in comparison with the class alliance of Europe.
